While much of the congressional rhetoric has a populist tone to it, some of the amendments will do little. For example, a provision sponsored by Sen. Barbara Boxer forbids the government from bailing out banks in a future crisis. That’s all talk.Come the next crisis, members of Congress will be tripping over each other to keep the financial system from falling apart. If that takes bailouts, then there will be bailouts.
