What is UC?

A couple of readers asked.  UC is unanimous consent.   Because they don’t have an agreement on the bill dictating the number of amendments and the amount of time to debate them, all amendments must be offered by unanimous consent.  In other words, one Senator can object to the amendment from even being considered.

“Not pending” means they are not going to proceed to an amendment.  The Senate floor always has specific business “pending.”  They are doing “morning business,” “debating a motion to proceed”  “considering bill S.5472″  “a roll call vote” or “considering an amendment.”  So Hagan got the floor, proposed her amendment, it did not get UC so it is “not pending.”
