RTO’s interesting take on the Wisconsin situation:

Organizers of the three-city press tour cited the “Payday Loan store to McDonald’s ratio” as proof that a problem exists. Proponents of the Act said in a statement, “In 1995, two licensed payday lenders operated seventeen locations in the state. By 2008, the number of licensed payday lenders jumped to 530, and there are currently more payday lending storefronts in Wisconsin than McDonald’s.” No explanation was given as to why the fast food chain’s store count is now the benchmark for determining how much is too much of any given thing.
