Consumers Paying More in Late Fees and Payment Penalties

In his working paper “Late Charges, Regular Billing, and Reasonable Consumers: A Rationale for Late Payment Act,” Hofstra University Law Professor Norman I. Silber analyzes late fees paid by consumers for credit card and wireless telecommunication bills and finds that fees have increased and consumers are paying more. In fact, Silber finds that one-quarter of Americans pay at least one bill late per month.
