The claim would be more convincing if payday lenders did accept and abide by reasonable regulations. But I live in Illinois and the industry there has consistently evaded regulations that would not have put it out of business. Every time new rules are established, the product is recrafted to slip through loopholes which the legislators conveniently do not see.

One gets the feeling that the only rules the industry thinks are “reasonable” are Wisconsin rules–i.e., none.
