They needed 60 votes to proceed to the bill.   From what I can tell, two  Democrats, Ben Nelson of Nebraska and Harry Reid, voted NO.   Reid’s vote is strategic, not an expression of his will.  By voting against it, he reserves the right to offer another motion to proceed in the future.    

Now the negotiations between Dodd and Shelby will intensify.
