If the proposed Consumer Financial Protection Agency stopped at that, we’d have no problems.  From the article:

I like the term “trick and trap” coined by Harvard Professor Elizabeth Warren. Credit and debit card issuers are back in the business to tricking and trapping the consumer with a barrage of fees and penalties so their revenues can increase – legally, of course, and with the blessing of Congress.

Credit and debit cards are already regulated.  No need to create a new agency.
