MarketWatch quotes an Obama Administration official:

Washington doesn’t always know best, states can set standards that can be higher than the federal standards, but we should have a high national standard around the country,” said Assistant Treasury Secretary Michael Barr. “It is a floor on state activity.”

Notice the contradictions?  Washington doesn’t always know best, but let’s regulate away anyway.
